Most attached decks do, and requirements differ by municipality across Delco. We handle the permit application and inspections as part of the job. Fences sometimes need one too, and height limits vary by township — we check before we dig.
Composite costs more up front and effectively nothing to maintain. Pressure-treated is the cheapest to build and needs cleaning and sealing every couple of years to stay decent. Cedar sits in between and looks the best when it is kept up. For a deck you intend to keep fifteen years, composite usually wins on total cost.
Spring through fall is ideal, and it is also when everyone books, so lead times stretch. Mild winter stretches are workable for framing. If you want a deck for summer, quoting it in late winter gets you a much better slot.
Sometimes. If the existing footings are at proper depth, correctly sized and undamaged, reusing them saves real money. We will excavate and inspect before promising it, because building a new deck on inadequate footings is not a saving.
